For the fourth time, Local 89 President Fred Zuckerman has requested a reduced dues rate for part-time UPS employees.  The request comes after IBT General Secretary-Treasurer Ken Hall sent a letter to President Zuckerman and the membership stating he now supports Local 89’s long time position on reducing the dues burden of part-time workers. 

Under the administration of former IBT Secretary-Treasurer Tom Keegel, Local 89 part-time members had received an exemption from the “2.5 times the hourly rate” language contained in the IBT Constitution.  A few months after Hall was elected to the office of IBT Secretary-Treasurer, and auditor from the IBT informed Local 89 it would have to come into compliance with the “2.5” requirement contained in the Constitution.  This created a particular hardship for Local 89 members who are only guaranteed three hours per day. 

In response to the dues increase, Local 89 Secretary-Treasurer John Bolton sent out two separate request for waivers in June 7th and August 28th, 2012.  Both letters received no response from Ken Hall or the International Union.  A third request for a waiver for part-timers was sent on May 28, 2013.  President Zuckerman sent this request after Ken Hall contacted Local 89 part-time members stating they should be under the reduced rate they had received for over a decade. 

Local 89 applauds IBT Secretary-Treasurer Ken Hall’s change of position on part-time dues.  Once we hear a response from Ken Hall, we will get the message out to the membership.  We hope he will now use this as an opportunity to reduce the dues rates of all part-time UPS Teamsters throughout the country.  These hard-working members are disproportionately affected by the current dues structure and deserve a fair rate.
